PA Chamber Applauds Legislature, Urges Governor Wolf to Sign Important Prescription Drug Bill

HARRISBURG - PA Chamber President Gene Barr issued the following statement in response to the state House’s passage of S.B. 936, which passed the state Senate last October and would implement a prescription drug formulary for Pennsylvania’s workers’ compensation system:

“In the midst of a devastating opioid and prescription drug epidemic, Pennsylvania must do everything reasonable and responsible to fight back against this crisis, and that includes enacting Senate Bill 936.  Prescription drug formularies are standard across healthcare, and states that have implemented this approach for workers’ compensation have found them to be an effective tool in combating addiction among injured workers.  In Ohio, for example, a formulary was implemented in 2011 and the number of opioid-dependent injured workers has gone down 59 percent in the years since. The Director of California’s Division of Workers’ Compensation perhaps put it best: “The adoption of the drug formulary is a step forward for California’s injured workers and should help address the overuse of high-risk medications such as opioids. It is expected to improve patient care and ease approval of appropriate treatment.’”

“States as ideologically diverse as California and Texas have put politics aside to help fight the opioid epidemic by implementing workers’ comp drug formularies and we applaud lawmakers for taking this important step.  Workers’ compensation systems must operate with the goal of getting injured workers healthy and back to work, and S.B. 936 achieves this while also helping to ensure that workers do not fall prey to the addiction that is having such a terrible impact on our society.”

“Governor Wolf is to be commended for his efforts so far to combat prescription abuse and addiction including recently renewing the state’s opioid disaster declaration. This legislation builds on these efforts and is a key piece of a statewide strategy toward addressing this crisis. We urge him to sign S.B. 936 without delay.”
