Executive Leaders Program: Class XI, Fall 2017— an innovative program on Pennsylvania politics and government by presenters who know it best, the Executive Leaders Program is an in-depth look "inside the System." Invited speakers include current and former elected officials, including governors and other statewide elected officers; administrators; Cabinet Secretaries; lobbyists; political party officials; reporters; association executives and others selected for their personal and professional knowledge of the government and political process.
Developed by former Senator and business government relations expert Earl M. Baker, Ph.D., an advisory board of seasoned business executives, and in partnership with the Pennsylvania Chamber Foundation, this unique program is designed specifically for Pennsylvania business organizations and their senior level and fast track executives directly impacted by government actions and policies.
The Executive Leaders Program is a seven day program with no more than three days in any one segment. Each day is devoted to hearing from presenters with inside knowledge and experience in an aspect of the program. Since the program is limited to ten participants per class, the group is small and select allowing for extensive Q&A, and providing an ideal setting for building your future network in Pennsylvania with the presenters and your fellow participants.

Earl Baker is uniquely qualified to direct the Executive Leaders Program. He has been a political science professor at Temple University, a three-term County Commissioner and two-term Senator in Chester County, Vice President of Unisys Corporation, President of a nonprofit long term care organization and is now the Principal of Earl Baker Consulting. Director of the Executive Leaders Program, he also is the Director of the Pennsylvania Manufacturers Association IMPACT Program for new legislators. His network of contacts in the educational, political and business communities allows him to reach out in many directions to find the right experts and knowledgeable presenters. Earl has an A.B. in Political Science from the University of North Carolina Chapel Hill and an M.A. and Ph.D. in Government from The American University, Washington, D.C. Prior to his public service Earl was also a naval officer and an associate of a national professional association in Washington. He is the author of Run To Win! How To Run Successfully for Local or State Office, and Heroes & Hypocrites, a volume of humorous verse.
