Calling all Pennsylvania HR professionals! Save the date for the PA Chamber’s popular, information-packed Annual Human Resources Conference on Thursday, March 13, 2025.

 

This year’s conference will be held from 8:00 a.m. to 4:00 p.m. at the Sheraton Harrisburg Hershey. The event will feature updates from state and federal experts on the latest HR laws; discussions on leading HR topics that you can apply to your day-to-day operations; the ability to network with colleagues and meet with exhibitors; and the chance to earn continuing education credits along the way!

FEATURED SPEAKERS

Alex Halper serves as Senior Vice President of Government Affairs for the PA Chamber and oversees public policy development, advocacy and outreach, as well as the organization’s political efforts.  He specifically focuses on labor and employment, education and workforce policy.

Halper serves on the Pennsylvania Minimum Wage Advisory Board, Pennsylvania Partnerships for Children Board of Directors, Pennsylvania Workers’ Compensation Advisory Council, the Governing Board of the Pennsylvania Compensation Rating Bureau, the Pennsylvania Association for Chamber Professionals Board and the Pennsylvania Association for Government Relations Board and was appointed to Gov. Josh Shapiro’s Transition Advisory Committee.  He regularly speaks to local chambers of commerce, trade associations and employers across the Commonwealth about key legislative issues impacting business and Pennsylvania’s overall political landscape.

Alex Halper joined the PA Chamber’s Government Affairs team in 2011.  He previously served as a legislative assistant in Washington, D.C. to former U.S. Sen. Arlen Specter where he worked on numerous areas of public policy, including transportation and infrastructure, homeland security and appropriations.

Originally from Allentown, Halper graduated from the George Washington University in 2006 with a bachelor’s degree in Political Science.  He lives in Lower Paxton Township with his wife, two children, and their dog, Kelce.

 

Schaun Henry practices in the Labor & Employment Group. He provides representation and counseling to employers on a wide range of labor and employment matters, including employment discrimination cases under Title VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act, the Americans With Disabilities Act, the Family and Medical Leave Act, the Fair Labor Standards Act, and other federal, state and local issues. Schaun defends employers against charges of discrimination before the Pennsylvania Human Relations Commission and the Equal Employment Opportunities Commission, and in Federal and State courts. He also assists employers with Affirmative Action planning and defense as necessary. He also counsels and defends employers with respect to Immigration related employment issues.

Schaun provides guidance for employers on unfair labor practices and other labor relations issues, as well as providing representation for employers at labor arbitrations and negotiations. He advises employers on a wide variety of personnel issues including hiring, termination and revision of policies. He defends claims on behalf of employers in Federal and State courts. Schaun provides assistance to public and private employers with respect to collective bargaining and other labor related issues. Schaun is a trained mediator and conducts mediation on behalf of litigants upon request.

Before undertaking the practice of law, Schaun served in the Armed Forces. He is now a retired Major of U.S. Army Special Forces.

Jonathan A. Segal is a partner at Duane Morris LLP in the Employment, Labor, Benefits and Immigration Practice Group. He is also the managing principal of the Duane Morris Institute. The Duane Morris Institute provides training for human resource professionals, in-house counsel, benefits administrators and managers at Duane Morris, at client sites and by way of webinar on myriad employment, labor, benefits and immigration matters. 

Previously a litigator, Jonathan’s practice now focuses almost entirely on helping employers meet their business objectives or missions by minimizing legal risk, maximizing compliance and focusing on relationship with business objectives or mission and legal requirements or restrictions. Particular areas of practice include counseling, strategic planning, leadership training, and developing policies, agreements, investigations, traditional labor, privileged audits, administrative charges, acquisitions.

Working with Alex Halper, Jonathan is the Chair of the Pennsylvania Chamber’s Legislative Committee. Jonathan leads the group in providing counseling on pending legislation and in participating in drafting proposed legislation. He was selected by his peers for recognition of his professional excellence in the 28th Edition of The Best Lawyers in America© (August 2021) for his work in Employment Law, particularly in Individuals and Management.

Glenn Spencer is the Senior Vice President of the Employment Policy Division at the U.S. Chamber of Commerce. In this role, he oversees the Chamber’s work on immigrationretirement securitytraditional labor relationshuman trafficking, wage hour and worker safety issues, EEOC matters, and state labor and employment law.

Before joining the Chamber in July 2007, Spencer spent six years at the U.S. Department of Labor in the Office of the Secretary, serving as the deputy chief of staff and then chief of staff to Secretary of Labor Elaine L. Chao.

Earlier in his career, Spencer was engaged in issue advocacy and grassroots lobbying for Citizens for a Sound Economy in Washington, D.C., and also worked as a senior analyst in the research departments of the National Republican Senatorial Committee and the Republican National Committee.

Spencer’s articles have been published in numerous leading newspapers, and he has appeared on nationally syndicated radio and television news programs. Spencer holds an M.A. in international affairs from The George Washington University.
