2015-16 Session Wrap-Up


PA Chamber's efforts on behalf of the business community.

Pennsylvania found itself in uncharted territory heading into the 2015-16 legislative session. While Democrat Tom Wolf won an unprecedented election by defeating an incumbent governor in November 2014, Republicans also expanded their majorities in the state House and Senate.

The first year of Gov. Tom Wolf’s tenure was marked by a historic, nine-month budget stalemate. In spite of this impasse dominating the legislative agenda, the PA Chamber was still successful in realizing several pro-business victories this session. Several initiatives that the PA Chamber championed in the halls of the state Capitol were signed into law, and the PA Chamber also successfully prevented detrimental policies from advancing through the legislature. Unfortunately, on a handful of occasions, the PA Chamber succeeded in getting pro-growth bills through both chambers only to have the bills be vetoed by the governor.

This report highlights some of the major issues affecting the business community that were the subject of legislative consideration this session. The priorities that remain outstanding will be included in the PA Chamber’s 2017-18 legislative agenda, and we will continue to work diligently with lawmakers in Harrisburg to accomplish them.
