Kevin Sunday Director of Government Affairs, PA Chamber
As a member of the government affairs team for the largest broad-based business advocacy association in the state of Pennsylvania, Kevin manages energy and environmental legislative and regulatory issues, including matters relating to air, waste, water, land use, natural resources, power generation, transportation and transmission. He has helped secure passage of recent key environmental legislation at the state level and helped shape the development and implementation of various energy and environmental regulations.

Federal Energy Regulatory Commission Commissioner Mark C. Christie took office on January 4, 2021, after having been nominated by President Trump in July 2020 and confirmed by the U.S. Senate on November 30, 2020. Immediately before joining FERC, Commissioner Christie was the Chairman of the Virginia State Corporation Commission, on which he served for nearly 17 years. He was elected to the Virginia SCC, which regulates utilities, insurance and banking, three times by the Virginia legislature on bipartisan votes.

During Commissioner Christie’s service as a state regulator, he was elected president of the Organization of PJM States, Inc., an organization of utility regulators representing the 13 states and the District of Columbia which participate in the PJM transmission and markets organization. He served for more than a decade on the OPSI governing board. Commissioner Christie also served as president of the Mid-Atlantic Conference of Regulatory Utilities Commissioners, a regional chapter of the National Association of Regulatory Utility Commissioners.

Pam Witmer is Vice President of Government Affairs for UGI Energy Services. (UGIES) In her role, she oversees all aspects of working directly with federal, state and local government officials. Prior to joining UGI Energy Services, Witmer served as a Commissioner with the Pennsylvania Public Utility Commission. A long history in energy and environment issues, Witmer led the energy and environment practice for Harrisburg-based Bravo Group, a governmental and public relations firm. From 2000 to 2007, she was President and CEO of the Pennsylvania Chemical Industry Council. She also served in the Department of Environmental Protection as the agency’s lead legislative liaison.

Matt Mangum is the Business Opportunity Manager for Shell Carbon Capture and Storage opportunities in the Mid Atlantic and Great Lakes Region of the United States. In this role he is responsible for progressing both the commercial and technical components of a potential CCS hub in the tri state area of Ohio, West Virginia and Pennsylvania anchored by the decarbonization of the Shell Polymers facility in Monaca, PA. Matt joined Shell in 2013 as part of the Shell Midstream business in the US. He held positions in Business Development for assets in California and the US Gulf Coast, led the Shell Midstream Operations group for all Shell Pipeline operated assets in Louisiana, managed M&A opportunities for the Shell Midstream portfolio and most recently led the full scope of Shell Midstream businesses offshore in the Gulf of Mexico.

“Doug” Sansom is a Director at NRG. Currently, he is expanding Strategic Load Management nationally and developing customized load management programs for North American utilities and large Commercial & Industrial (C&I) customers. He joined NRG in 2016. He leverages more than 30 years’ experience in sales, operations, and project management. Two-thirds of his experience is in smart grid and Demand Response business development including control device deployment. Doug earned a Professional Engineer license from the Commonwealth of Virginia in 1984.

Charles Neslund is a scientific officer and PFAS practice leader for Eurofins Environment Testing. In this role, he is responsible for identifying and framing trends in analytical testing and equipment and communicating technical needs of the environmental market and the firm’s clients to the technical director in order to initiate new methodology for research and development.

He also provides technical presentations aimed to educate the company’s clients. Charles has 34 years of laboratory experience; a B.S. in Chemistry from the University of Pittsburgh; and two years of graduate study credits in Organic Chemistry from the University of Pittsburgh.

Caitlin Berretta is government affairs and sustainability director for Evoqua Water Technologies, a role in which she is responsible for developing new and existing activated carbon opportunities. Prior to joining Evoqua, Caitlin helped to conceptualize and build an activated carbon start-up company that was acquired by an Australian activated carbon company, Carbonxt.

She served as the Marketing Director for both companies where she led the business development and marketing teams, primarily selling activated carbon to the power industry for mercury control. Caitlin holds a Bachelor of Science and Masters of Engineering in Environmental Engineering from the University of Florida.

Scott Dismukes is a member of Eckert Seamans Cherin & Mellott, LLC’s litigation department in the Environmental Practice Group, Mr. Dismukes is co-Chair of the Firm’s Energy Practice Group. He provides litigation compliance and environmental business counseling to industrial and municipal clients under all federal and various states’ environmental laws.

Mr. Dismukes has extensive experience under the CAA and Clean Water Act as well as EPCRA, TSCA, RCRA and CERCLA. Previously, Mr. Dismukes was an Assistant Regional Counsel for U.S. EPA, Region V, conducting enforcement actions pursuant to CAA, CWA, EPCRA, TSCA, and FIFRA. Mr. Dismukes also clerked for the Honorable Justin M. Johnson of the Superior Court of Pennsylvania.

James P. Cinelli, P.E., BCEE is an Environmental Engineer and the president of Liberty Environmental, Inc., an environmental consulting firm which he co-founded in 2004. Mr. Cinelli has over 32 years of experience in environmental consulting with an emphasis in the areas of soil & groundwater remediation, brownfield redevelopment, and water resource engineering. He has lectured on numerous topics at state and national conventions, with topics including environmental assessments of commercial real estate, groundwater remediation, water quality regulations and spill prevention planning. Mr. Cinelli is Chairman of the Board of the Reading Science Center, which he founded in 2019. He also serves on the Presidential Advisory Council at Alvernia University. He is a licensed Professional Engineer in six states, a Licensed Professional Geologist in New York State, and a Board Certified Environmental Engineer. He holds a Bachelor of Science degree in Civil Engineering from Lehigh University, a Master of Engineering degree in Environmental Engineering from Penn State University, and a Master of Business Administration degree from St. Joseph’s University.

Jessica Rosenblatt is an associate in the Environmental Practice Group at Eckert Seamans, where she guides clients through the multitude of regulations governing air and water quality, waste management, chemical spills, land contamination and other environmental liabilities. She advises on compliance and permitting, manages environmental risks in transactions, and helps clients resolve environmental disputes and enforcement actions.

Colleen Grace Donofrio is shareholder in the Environmental Services Group of Babst Calland. Her practice primarily focuses on federal and state hazardous and nonhazardous solid waste regulation and enforcement, environmental-related transactional issues, release reporting and response, spill prevention, PCB management, toxic chemicals management, community right-to-know reporting, storage tank regulation, compliance auditing, training, multimedia inspection, preparation and response, occupational safety and health regulations and enforcement, environmental management systems, and product stewardship.

Colleen received her B.S. in Chemical Engineering and her B.A. in Economics from Rutgers, The State University of New Jersey in New Brunswick and her J.D. from Rutgers School of Law — Camden.

Kris Shiffer currently serves as the Storage Tank Program Manager for the Division of Storage Tanks, Bureau of Environmental Cleanup and Brownfields, Pennsylvania Department of Environmental Protection (DEP). Mr. Shiffer is responsible for the management, administration, planning, development, direction, evaluation, enforcement, and supervision of activities related to DEP’s Storage Tank Program. Prior to his current position, Mr. Shiffer served as Section Chief for the Underground and Aboveground Storage Tank Technical Section, a Storage Tanks Supervisor for the DEP Southcentral Region, and a Field Inspector for the DEP Storage Tank Program. Mr. Shiffer holds a Bachelor of Science degree from the Pennsylvania State University.

Eric Lingle currently serves as the chief of the Registration, Certification, and Permitting Section in the Division of Storage Tanks, Bureau of Environmental Cleanup and Brownfields, Pennsylvania Department of Environmental Protection (DEP). Mr. Lingle oversees storage tank registration and fee collection, the storage tank installer and inspector certification program, and storage tank permitting from the DEP’s Central Office in Harrisburg. Mr. Lingle has twenty-one years of experience in the storage tank program, working for DEP and the Pa. Dept. of Military and Veterans Affairs. Mr. Lingle holds a Bachelor of Science degree in Ecology from Juniata College.

Mike Meloy is partner with Manko, Gold, Katcher & Fox, LLP and has more than 35 years of experience in the environmental arena. He brings both a legal and engineering background to bear in representing a wide array of clients ranging from Fortune 100 companies to closely held corporations, partnerships, municipalities, and citizens groups in environmental litigation, regulatory compliance, and transactional matters.

Mike has provided regulatory assistance and advice to businesses in connection with all of the major environmental regulatory programs, handled the environmental aspects of complex real estate and corporate transactions, been actively involved in numerous redevelopment and remediation projects around the world, handled environmental litigation in both the federal and state courts and before administrative tribunals, and helped design and implement environmental auditing and compliance management programs. He has been heavily involved in issues related to natural gas exploration and development in the Marcellus Shale formation.
