Join us for DEP Quarterly as we engage in policy discussions with key regulators and executive staff. The PA Chamber hosts these forums—open to PA Chamber members only—to proactively discuss pressing regulatory issues, legislation, policy decisions and other initiatives that affect your business. The forum will be held at the PA Chamber office as well as through an online video conference platform.

 

Patrick McDonnell, Secretary of the Department of Environmental Protection, will brief members on priority issues including upcoming state budget negotiations, pending changes to state air quality regulations and the implementation of the federal infrastructure legislation. This will be the Secretary’s final appearance at the PA Chamber’s DEP Quarterly, as he will be retiring in early July.

 

We will also be joined by Adam Walters, senior energy advisor for the Pennsylvania Department of Community and Economic Development, who will brief attendees on efforts to site a regional hydrogen and carbon capture sequestration, utilization and storage hub in Pennsylvania.

 

Executive staff with DEP, including Lisa Daniels, Acting Deputy Secretary for Water Programs, will provide updates on major water quality regulations, including pending changes to industrial NPDES permits to include limits of PFAS discharges.

Patrick McDonnell,  has served as the Secretary of Pennsylvania Department of Environmental Protection since being nominated by Governor Tom Wolf in 2016. Patrick’s career with DEP spans several decades, beginning in 1998.

Prior to becoming Secretary, Patrick served as the department’s director of policy. He also ran the State Energy Office, coordinating renewable energy and energy efficiency issues. McDonnell previously served as DEP’s Deputy Secretary for Administration, overseeing the agency’s budget, human resource and information technology programs. In addition, he spent over three years as executive policy manager for former Public Utility Commissioner Pamela A. Witmer, focusing on electric, natural gas and water issues.

Patrick has served several roles with the Environmental Council of the States (ECOS), including Treasurer (2018-2019) and Vice President (2019-2020) and Vice Chair of the Innovation and Productivity Committee (2019-2020).

A native of Philadelphia, Secretary McDonnell received his Master’s degree in Political Science from Lehigh University and his Bachelor’s degree from DeSales University. He lives in Harrisburg with his wife Colleen and their four children.

Adam Walters is Senior Energy Advisor for the Department of Community and Economic Development’s Office of Energy. Adam works across public, private, and non-profit sectors to bring energy-related economic development opportunities to the commonwealth. Previously, he was a William Penn Fellow with the DCED.

Lisa Daniels, Acting Deputy Secretary, Office of Water Programs, has been with DEP in various roles since 1989, and has most recently served as the Director of Safe Drinking Water, where she has overseen the development of the first Maximum Contaminant Level set by Pennsylvania for PFOS and PFOA. She has also been integral in the efforts to improve the staff capacity in the Safe Drinking Water Program, and promote lead-free drinking water across the commonwealth. Lisa serves on the U.S. EPA’s National Drinking Water Advisory Council, which she has chaired since 2021. She is also a past president of the Association of State Drinking Water Administrators. Lisa graduated from Pennsylvania State University with a degree in Biology.
