The world is more interconnected than ever thanks to broadband technology, which is why broadband deployment is so critical to Pennsylvania’s overall infrastructure investment strategy.
During this free webinar, the president of the Broadband Cable Association of Pennsylvania will provide an overview of broadband innovation and share what companies are doing to expand broadband access across the Commonwealth. Then, a panel of experts from associations and state government will talk about the role that Pennsylvania’s newly created broadband authority will play in implementing the spending of the federal broadband dollars that are being provided through the Infrastructure Investment and Jobs Act.

Todd Eachus, is the President of the Broadband Cable Association of Pennsylvania. For more than two decades, Todd has represented the cable industry before local, state and federal policymakers, advocating for its ongoing expansion of digital products as it evolved into the nation’s leading provider of broadband services. While serving as Director of Government Affairs for several cable operators, Todd led legislative operations while securing and maintaining franchise agreements and community impact programs. Prior to joining the cable industry, Todd served as a press secretary and senior legislative aide in the U.S. House of Representatives. While in this role, he managed a variety of legislative issues including telecommunications, defense, foreign affairs and judicial affairs. A 10 year veteran of the U.S. Navy, Todd accumulated more than 2,000 flight hours while flying in S-3 Viking jet aircrafts, including 450 carrier landings. His military service included time in the Persian Gulf aboard the USS America during Operation Desert Shield/Desert Storm.
State Representative Pam Snyder, was elected to her first term in office in November 2012 and is currently serving her fifth two-year term representing the 50th Legislative District. She also serves as the deputy whip of the House Democratic Caucus. Pam is leading the effort to expand reliable broadband Internet access across Pennsylvania, notably in rural areas, an effort she has led in recent years with success. She is the co-founder of the legislature’s Broadband Caucus and spearheaded the creation of the state Office of Broadband Initiatives within the Governor’s Office in 2018. Her continued work on the House Consumer Affairs Committee provides her with the opportunity to continue her consumer advocacy on expanding broadband access. In addition, Pam’s appointment to the House Environmental Resources and Energy Committee allows her to have an impact on her district’s national gas and coal resources. With agriculture being a top industry in her district, her role on the Agriculture and Rural Affairs Committee is key to ensuring it remains strong and continues to create jobs in rural communities.
Darrin Youker, is the Director of State Government Affairs for the PA Farm Bureau, where he is the principal Harrisburg lobbyist. The PA Farm Bureau is an organization representing farm families engaged in all types of agriculture — from farms of every size and commodity to craft breweries, distilleries, wineries and cideries to farm-to-table restaurants and agritourism experiences. Darrin oversees agricultural program funding, rural development, state regulatory proposals, wildlife issues, state legislative committee coordination, and FARMER PAC. Before joining PFB, he was the Staff Writer for the Reading Eagle. He holds his Bachelor’s Degree in English and Communications from State University of New York at Fredonia.
