PA Chamber’s End of Session Report Highlights Major Pro-Business Wins

The PA Chamber is the dominant advocacy force for business because of the support of our members, and you can read about some of the major policy wins we accomplished on your behalf in our new End of Session Report!

The 2023-24 End of Session Report includes highlights from the two-year session that just ended, with summaries of the policy wins our Government Affairs team achieved working alongside state lawmakers, our local chamber partners, our member companies, other key pro-business stakeholders, and the Shapiro Administration.

Noteworthy accomplishments that are building on our mission of driving Pennsylvania’s competitiveness forward include tax reforms, including improving the treatment of Net Operating Losses and continuing the phase-down of our Corporate Net Income Tax Rate; permitting reform to help accelerate the approval of construction projects and economic development; state budgets that do not raise taxes; and continued progress on improving and supporting our state’s workforce.

In addition to the PA Chamber’s legislative advocacy, the report also highlights our judicial advocacy through our coordination and filing of amicus briefs, which provide information, expertise, and insights to help encourage smart court decisions.

Lastly, the report includes our Advocacy Return on Investment analysis, showing how the PA Chamber’s successful advocacy saves Pennsylvania’s private sector an estimated $33 billion and $5,056 per employee each year. And, as we often remind our members, investing in your local chambers by becoming members and engaging with them is also an investment in the PA Chamber, as it deepens our understanding of the local issues impacting Pennsylvania businesses as we work to promote your best interests and advance a pro-growth agenda.

As we approach another session with a divided state House and Senate, the PA Chamber is optimistic about our efforts to advance bipartisan, pro-growth policies. Our 2025 Legislative Agenda is focused on continuing to improve our tax climate; ensuring permitting reforms achieve intended goals; strengthening our workforce; improving transportation infrastructure; advancing forward-thinking energy policies; supporting legislation to promote more balanced legal and labor climates; and expanding pro-growth tax policies contained in the federal Tax Cuts and Jobs Act.
